It’s not approval, its notifying DGCA. Essentially its an undertaking by the airline that they have sufficient aircrafts and staff to service the sector. Additionally, DGCA keeps an eye on the airport slots domestically, Gannavaram airport is not a busy airport but Mumbai is, considering all these challenges DGCA requires airlines to notify them at least 3 months ahead for new scheduled routes i.e regular routes which the airline plans to run for considerable period of time. There may be approval already and airline may not start immediately or withdraw or delay the operations. It’s not a public news so there won’t be any notifications.

Last time when they negotiated, MEA Minister was directly involved in the negotiations, just to highlight what it takes to operate a flight to Dubai. That's not fact. CBN entered into an agreement with Indigo Airlines for a weekly twice service from Gannavaram to Singapore. That's not a regular service but a chartered service, kinda special flight. The actual flight was from the scheduled service from Tiruchirapalli to Singapore service which was code changed to run from Vijayawada to Singapore, a seasonal/optional service. In return, AP Govt paid 32 crs equal to half of the seat cost for 7 months and 1% tax on ATF, reimbursed parking fees and airport charges to the Airline. By the way, Gannavaram does not even have customs set up so local police had to act as customs officers. Indigo used this opportunity for their benefit, used Gannavaram as night time parking place as many as 20 aircraft, and used low taxrate to fill up their gas tanks and ran service else where. This is what happens when schemes are missed for election benefits. That airline was not planned to run beyond 7 months. Overall, AP Govt lost 32 crs directly and another 30-40 crs for services for a temp service.
