The shooter needs to have license to carry the weapon in public. Usually its not given to everyone. So thats a felony if he does not have permission. 

Also he shooted the guy too many times. Even after he fell down with his face down. It shows more about his anger and stupid actions than trying to diffuse situation. 

Does not matter his race, he is def in trouble.

Even in the US, the police are not allowed to shoot at a fleeing person. This person has his back turned and may be leaving. In such a case, discharge of a weapon so many times to kill him is not self defense.

Texas is different in that perspective. Also, the action of taking the gun away from the robber after shooting him amounts to continued perception of the threat, meaning the person who discharged the lethal assault did so perceiving that the robber was still a threat to the public/property. With a good lawyer, the person will be acquitted. In 90% of the cases, this might not even see a trial.

That aside, Texas is the more safer when compared to other blue states like California where you cannot even defend yourself. While California might have lesser gun related violence, overall crime rate is higher.

idemina cinema na, vadu nakelli chusinapude kalavali ani rule ekkada ledu, how will that even work. He was in a hostile situation, vadu pakkaki tirigadu kabatti emi cheyodu anedi silly. police can shoot armed suspect bro if they are in crime scene, in fact they most probably will.

The laws are different between police and civilians ba. Oka sari gurtu chesuko. Police chase a fleeing person but never shoot. US police ki aa rules vunnayi. Nallollu vachi he is fleeing ani argue chestaru. But Texas adi. They will let the white go.
