farmers are always given subsidies in all countries, btw. its a long chat on which are the most effective types of subsidies that improve market efficiency (which is the mandate of the govt - not building cities) and both you and I are not equipped to have that.

why not just shut up on stuff we have no clue about?

it took me a minute to google and find that UK gives agri subsidy based on land holdings called Basic Payment Scheme.

EU has a similar subsidy that is broadly categorized under single farm payment.

I don't know what this 'urban land ceiling' act is, but I have to wonder what any act that deals with urban land have to do with agri subsidies, or anything else?
