You cannot compare actors .... Everyone has their strong points and weak points ... Chiru is excellent with comedy timing, dances, action, etc. Balayya is good with village pancha kattu and in faction movies. Both good in their own way as actors. 

I do think Chiru deserves the award whether its given for some political mileage or not. Lets be proud for a teluguite to be nominated for the award irrespective of caste factors.
