SC dismisses YSRCP plea on postal ballots norms in Andhra Pradesh

A vacation bench said the Andhra Pradesh High Court was right in holding that the party could move the court after the counting was over on June 4

The Supreme Court on the June 3, a day before the declaration of Lok Sabha results, refused to entertain a plea by the YSR Congress Party (YSCRP) challenging the changes in the rules for counting of the postal ballots in Andhra Pradesh.

A vacation bench of justices Arvind Kumar and Sandeep Mehta noted that the Andhra Pradesh High Court was right in holding that the ruling party could move court by filing a plea after the counting was over on June 4.

Andhra is among the four states that held elections to their assemblies along with the Lok Sabha polls. While Sikkim and Arunachal results were declared on June 2, the counting of votes for Andhra and Odisha would be held along with that of the Lok Sabha on June 4.

The Election Commission of India (ECI) relaxed the norms for deciding on the validity of postal ballots. In a May 30 notification, which pertained only to Andhra Pradesh, the poll panel said postal ballots would be accepted even if the Form 13A was signed only by the attesting officer. The Form 13A is a certificate from the returning officer specifying the reason for casting a postal ballot.

According to YSRCP, the notification was contrary to the Conduct of Election Rules, 1961.

These are same tactics that Baboru implemented in Andhra after getting inspired from 2020 US election, where postal ballots without credibility flooded favoring Biden.

@vetrivel@Sizzler:  You will see a pattern here. US ,Canada postal ballots without integrity/checks were polled en masse that twisted elections in favour of both Biden and Trudeau.

Vyavasthalani manage cheyyadam is the key here. He's doing something similar this time. Form 13 A not certifying reason for postal ballots not certified by RO is suspicious. Except outright TDP pro votes in postal ballots. Generally speaking postal ballots will reflect the same voting trend as normal voting.but this will not be a case this time. Some tight constituencies may title because of this.

Supreme court asked them to come to them after June 4. But it's not Sajjala, I was watching this trend globally. Postal ballots has lot of fraud going on. US first even non citizens were given postal ballots. A lot of my friends from Bay area got postal ballots and most of them are on H1,H4,F1 visas. The same in New york too. Canada the same story. Last elections, the proof of citizenship was removed from the requirement for postal ballots. Only ID card like drivers licence is needed. You just to check a box that you're a citizen. No,further scrutiny.

Baboru doing the same in Andhra. Same tactics slightly modified. RO certification was mandatory all these years, why relax all of a sudden?

Still, Jagan has a big edge as most voting was in person unlike Covid election in US and the postal ballots in Andhra are at 1-1.5%. He may loose some more right seats but would still retain power.
