Given it's population, India should increase the number of doctors it's producing.. India is already doubling its medical seats every 10 years, looks like you aren't aware of these facts. Next wave of mass employment will be driven by India’s health care system and you have doubts on its potential. It was railways and PSU’s which created mass employment and now its the health care and primary education system which will be driving India’s mass employment programs and producing doctors is the first step which is already happening.
