Unless it is sure shot 

1. Congress forming govt & 2. Promising special status as one of the first GOs

there is no use 

even if that is the case govt may not stand long as it is made up of many regional parties

so it is a risky game

instead it is better to bargain with BJP itself

I doubt if CBN would do that as he is part of the alliance now and can get what he wants from the BJP. Both will give him what he wants so staying with BJP is better as India alliance has a lot of parties and everyone can demand more from central govt.

This is the worst thing anyone could do. There should always be an opposition who could bring up and voice concerns of the disadvantaged
