Yeah.. lobbying ki help avuddi.. they have direct access to all ministers and departments.. remember that rajyasabha duration is 6 years and they can cultivate contacts and rajysabha ks mostly the place where MP’s have more power than Loksabha as the party in power usually don’t have majority in RS..
