It works like this: Any Govt contract either service or product procurement will go through the contractors. Now thats where the interesting part lies: If the MRP of a particular product is X amount of INR, then it will go through Primary contractor, secondary, third, fourth, fifth.....depending on the kind of product and kind of people involved. It may go up to 10x times the MRP price. Now then comes Services warranty, guarantee, processing fee.....they keep adding. And basically, there is no fixed upper limit.
