What is stopping them from giving it to other states

If the other states have special circumstances like Loss of revenue because of state division like AP or Bihar and is promised to them , then sure why not.

Thats why states like Tamil nadu and Karnataka won't qualify even if they object.

Also BJP is not dependent on Stalin or other states who would object. 

If anything BJP can push Congress to the corner as they have to support and INDIA bloc would be in splits as Stalin would get out.
