Most of the credit cards offers only damage waiver, not the liability insurance. For that one need to use their personal car insurance or buy from rental agency. 

What credit cards you have?

I use my personal car insurance for liability and chase sapphire reserve card for collision damage waiver.

Most credit cards cover only vehicle damage but not liability.

If you do not have any personal auto insurance check allianz rental insurance, they give rental car insurance at some what lesser price.

I haven't tried allianz, but checked its pricing only🙏🏻

know the difference between primary and secondary insurance offered by credit cards. Also, it’s only to the rental vehicle and not liability. Only two cards offer primary afaik, chase and amex. Amex has a flat rate of 15/20 per rental depending on the state

All premium travel cards from leading comppanies are giving primary
