The Centre on Monday denied special category status to Bihar. Minister of State for Finance Pankaj Chaudhary said the Special Category Status for plan assistance was granted in the past by the National Development Council (NDC) to some states that were characterised by a number of features necessitating special consideration. Ramprit Mandal, JDU MP from Bihar's Jhanjharpur, had asked the Finance Ministry if the government has a plan to provide special status to Bihar.

“The decision was made based on an integrated consideration of all factors and the peculiar situation of the state. Earlier, the request of Bihar for special category status was considered by an inter-ministerial group (IMG), which submitted its report on March 30, 2012. The IMG came to the finding that based on existing NDC criteria, the case for special category status for Bihar is not made out,” Chaudhary told the Lok Sabha during the ongoing monsoon session in Parliament.

Meanwhile, Lalu Prasad Yadav's Rashtriya Janata Dal (RJD)took a potshot at the JD(U).  “Bihar ko nahin milega Vishesh rajya ka darja (Bihar will not get special state status!)” the tweet by the RJD read. “Nitish Kumar and JDU can now comfortably enjoy power at the Centre and continue doing hypocritical politics on 'special state status'!” the RJD posted on X.

A special status ensures more central support to a backward state to expedite its growth. The Constitution does not provide for a special status for any state. It was introduced on the recommendations of the Fifth Finance Commission in 1969. Among the states that have received a special status so far are Jammu and Kashmir (now a Union Territory), Noreastern states and hill states such as Himachal Pradesh and Uttarakhand.

బీహార్ రాష్ట్రానికి ప్రత్యేక హోదా కల్పించేందుకు కేంద్ర ప్రభుత్వం నిరాకరించింది. బీహార్‌కు ప్రత్యేక హోదాపై జేడీయూ ఝంఝాపూర్ ఎంపీ రామ్‌ప్రీత్ మండల్ లోక్ సభలో అడిగారు. ఆర్థికాభివృద్ధి, పారిశ్రామికీకరణను ప్రోత్సహించేందుకు బీహార్‌తో పాటు ఇతర వెనుకబడిన రాష్ట్రాలకు ప్రత్యేక హోదా ఇచ్చే ప్రణాళిక కేంద్రం వద్ద ఉందా? అని ప్రశ్నించారు. ఈ ప్రశ్నకు ఆర్థిక శాఖ సహాయమంత్రి పంకజ్ చౌదరి రాతపూర్వకంగా సమాధానం ఇచ్చారు. బీహార్‌కు ప్రత్యేక హోదా ఇవ్వలేమని పేర్కొన్నారు. ఎన్డీసీ నిబంధనల ప్రకారం సాధ్యం కాదని తెలిపారు.

ప్రత్యేక కేటగిరీ లేదా హోదాను కొన్ని రాష్ట్రాలకు ఇచ్చేందుకు ఎన్డీసీ సూచనలు చేసిందని తెలిపింది. ఇందులో 1. కొండలు, క్లిష్టమైన భూభాగం ఉన్న ప్రాంతాలు, 2. తక్కువ జనాభా లేదా అత్యధిక గిరిజన జనాభా, 3. పొరుగు దేశాలతో సరిహద్దు కలిగిన వ్యూహాత్మక ప్రాంతాలు కలిగిన రాష్ట్రాలు, 4. ఆర్థిక, మౌలిక వసతుల లేమి కలిగిన రాష్ట్రాలు, 5. అత్యల్ప ఆదాయ వనరులు ఉన్న రాష్ట్రాలు ప్రత్యేక హోదాకు అర్హులను కేంద్రం స్పష్టం చేసింది. 2012లో ఇంటర్ మినిస్ట్రీ రియల్ గ్రూప్ బీహార్‌కు ప్రత్యేక హోదా అంశాన్ని పరిశీలించిందని, అయితే ఎన్డీసీ నిర్దేశించిన ప్రమాణాలలో బీహార్ అర్హత సాధించలేకపోయిందని పేర్కొన్నారు.

If not special category, then give us special package: JD(U) demands aid for Bihar ahead of Union Budget

Having diluted its demand for special category status for Bihar, the JD(U) wants the BJP to reciprocate with a financial package; TDP raised ‘legacy issues’ but did not explicitly demand special category status or a package for A.P.

However, the BJP’s other major ally, the Telugu Desam Party (TDP), which is in power in Andhra Pradesh remained ambivalent on the issue, only seeking financial support from the Centre on various “legacy” issues dogging the State.

‘No more special category States’

The Biju Janata Dal also raised the demand for special category status for Odisha during the all-party meeting. BJD leader Sasmit Patra said that was a two-decade-old demand that Odisha has been continuously pleading for. The concept of a ‘special category status’ was introduced in 1969 by the Planning Commission during the Fourth Five-Year Plan. It extends tax incentives for investors and also increases the Centre’s financial share in all centrally sponsored schemes, considerably lightening the State government’s burden. However, consecutive Finance Commissions have ruled out extending the status to any States beyond those who already enjoy it.

Kaneesam post kuda chadive alavatu ledanukunta. Tadepalli palace script andinda…akkada bihar adigundi and center said no. AP never asked knowing the answer.

delhi elli dharna cheyyalsindiga mari 11+4 mohan reddy…sontha babai ni murder chesthene dikku ledu.
