How is my idea to remove reservations in India?

Usually the cutoff in general category is say 85 marks and SC/ST it is 34 this year. What if they introduce a bill that the cut off score of SC/ST cannot reduce in the following years relative to General category. So next year if general category cutoff in 90, the SC/ST cutoff has to increase to 36. If there is not enough people with 36+ score, then the seat will remain empty. That way, the gap between General category and SC/ST can be reduced.
