why is costco selling emergency food in stores as if there is going to some attack and food shortage sort of situation. seems strange.

US is not only about metros. 
There are many rural areas which faces frequent power cuts due to wind. Cutoff from external world due to flooding. And also meant for campers, trekkers in emergency situation.

I have been seeing them from 2008 in costco, and I remember my cousins talking about it in 1995 too. Its no big deal here
