It's a cycle. Companies focus on cost-cutting to show operational costs down during a recession and when growth reduces. They soon realize that the quality of work is impacted. Timezone differences, communication gaps, etc come into the picture and work does not get done. If the market improves, and the company does well, IT gets more budget, and the company starts to hire more onsite. 

Rinse and repeat.
