Banglore Metro was majorly financed by India Govt (like 70%) and KA Govt. by bringing loans with 1 to 1.5% rate from all govt. and international agencies like ADB, wb etc. vallu profits lekapoina they can run becoz capex and operation cost is provided by KA Govt. Phase 1 and Phase 2 are approved by Congress govt and gave finance by MMS as PM. BJP single rupee ivvaledu BLR metro ki. They are expanding now with Phase 3 with again Congress KA Govt funds.

Metro itself doesn't serve much of purpose. Hyderabad would have handled the crowd better with increased MMTS connectivity and more bus traffic. The roads are not designed to accommodate metro pillars which took away good chunk of space and made driving hell as well. 

It's Dora who ditched the MMTS expansion plan in favour of Metro. Mumbai and Chennai MMTS handle significantly higher ridership by that metric.

During CBN times ..it used to be a city which planned ahead. Mini flyovers, mmts were all built ahead of high congestion. Now you have to wait for extreme congestion and when you build it (if at all) it will be congested immediately due to back fill demand.
