Ds-160 issue

My brother filled my DS-160 but didnt submit it, he lives in california. On the visa interview i was asked if the application was filled by me. I said yes. Next he asked me if the application was filled in california I have to say yes. I told him that my brother helped with my DS-160. The application was rejected. I am wondering how does the visa officer know that the application was filled in california.

When intially they load the form all the metadata like ip, location, country etc will be saved.. They compare it when you submit the application...

For your case ..mostly filled abroad..so they ignore since it is a sponsored b1 b2

Yes.. dependant visa's they are okay..
