most of the people cannot afford to pay rent despite working jobs; for example in California how can someone working say teacher or fire fighter or working in walmart or target pay for everything ? Its just too expensive to rent too right; apart from issues mentioned.

Even we don’t rent in downtowns.. we live in suburbs and travel to the offices by train or car.. there are plenty of low cost places with lot of jobs…

U are talking one side of the story. There are thousands of families despite working fulltime they are noy able to afford expenses. Inflation has gone through roof. You are not realizing how bad is situation outside.

someone working 16/hr working 8hrs a day for 30 days would end up getting some 2300 after taxes for discussion sake; which doesn't help either and your argument of downtown suburb falls flat here. More importantly this is an issue too and add up to the problems; apart from illegal issue you stated in your earlier comment. because someone who is born and raised in California may not be interested in doing low wage jobs it so illegals taking this this job which creates more illegal problem.

affordable place ki velthe hourly pay rate takkuva vundochhu. some illness or injury , unexpected expenses - car breakdown etc. can put them in trouble. women  - with multiple kids day care can get super expensive.

California is different from other states. California lo homelessness due to highly expensive rents. i read recently one town mayor in 1990s became homeless now in california city.
