I was looking at some of those drone videos, one side of the road is submerged under water but other side is not. More or less, submerged areas anni below road level vunayi, can clearly see the elevation. 

Low lying areas anni encroached laaga kanipistunayi and appear to be densely populated. Gates lift cheyadam without even a siren or an alert, even authorities know these areas will be submerged. Incoming flood vastundi ani telisi kuda water level tagginchakunda last minute varaku agi apudu water release cheyadam…Doesn’t look like a standard procedure.
