Nope it's not like that. For the FDI to flow the state govt. has to borrow from international creditors like World bank. Look back how united Andhra borrowed during Baboru first terms and there is FDI inflow. Same thing with YSR. There was FDI inflow to Telangana state as well during Dora's term after borrowing from international creditors.

The higher the borrowing the more state spends it as capital expenditure. The Capital expenditure yields diminishing returns because, it's benefits are not percolated downwards as political brokers the likes of Dora, Baboru hoard the monies and take it off circulation. You then end up with inflated local economy which is widely felt in RE.  This essentially means mortgaging generations with the creditors as the state governments will never pay off the loans borrowed and interest get compounded.
