there is no best, depends on what exactly you want , 

mid west snow 

south enda/hot temp

east snow+densely populated 

pacific north west - rain 

west - taxes + politics 

alaska , huwaii  - depends if you really want to move there 

Check OH, NH, Idaho, Iowa, SC , parts of AL if you want affordable properties and don't mind snow
