Administration is spread, except in some regards the power is not centralized. Bhatti and Uttam are equally put in charge of many crucial developments. This is a good sign.

I do not know about his administration. You have to be in Telangana to experience this. 

However I see that he has good grip on the pulse of people, meaning how to grab their attention and secure their votes. HYDRA is a good example. Wealth has gone only to some pockets in previous govt by land grabbing and real estate deals. He grabbed headlines with HYDRA demolishing some and middle class people are supporting him. Recent rains only proved his point. Before that highlighting phone tapping incidents, tarnishing the image of opposition. 

IMO all the freebies offered were waste of Public money. He could use that money to better use. But a lot of people might feel that he cheated them which makes sense.

He is approachable and does not bully media. His tongue is in control. 

Lack of clarity on some investments esp bio-tech that included his close aids, and attracting (or lack of) IT investments to hyd. Lets see.
