Not GC but you can use already approved labor(priory date). Of course mana Desi consultancies ammukune vallu.. I think 2006 lo apesaru anukunta

There was no federal quota system per year…It was per state quota…PERM was able to be bought from Desi employers at that time.. which you can use as it was tied only to employer, not the candidate…This was changed after 2009 anukunta

2005 lo gc easy ga ravadam idhee reason annamata. Perm konnokavadam and FAD is current in 2005.

2007 was last for  blanket PERM.. I was one of those unlucky missed outs .. some employers sold for good price when it was about to end ..

yes. The first step of the labor process was without the candidate, the company could apply, and when they found the candidate, they used to apply to the candidate from the second step(I-140) onwards. Our Mestri had multiple labors ready on their desk. 

My uncle came here in 2005 and was offered this preapproved labor for 10K, and he rejected it. After that, he spent 12 years getting the GC normal when he applied in 2009. To this day, he repents for not spending the 10 K.
