If the candidate has US University MS, then he/she qualifies for 20k MS special quota H1 for ever I believe.

AFAIK  It doesn't matter how long ago you obtained your degree. As long as you have a qualifying master's degree from a U.S. institution, you can apply under the Master's cap.
