Most of the drug smuggling is done by Mumbai underworld headed by D-gang. Their reach is across India, into the Bollywood actors, Cricket team, betting and brand endorsements so much so that they do even matchmaking among celebrities (Kohli+ Anushka for e.g.). Their connections with mainstream politicians run very deep too. Compared to that Bishnoi is clean. 

He was arrested with "planted" drugs and then taken into custody and then the plot unfolds. It has all the classic play of intelligence agencies written on it. Don't simply think what's written in news papers is exactly what happened. They just serve the information in a way those in power want to reach masses.
