You are saying first come first at that point of time lo small companies came with less money to the government and took the spectrum license and sold or merged with big companies for higher price antunavu...So government would have got that higher amount... You got it right, for most part.

It's not first come, first served. Govt set the bar so low that any company with little funds or guarantors was eligible for spectrum. At that time, Telecom companies lo 100% FDI lekunde, I think max 76% vunde anukunta and that forcibly made foreign companies to tie with Indian companies to operate. This was an opportunity, Ministry vallu rules dilute chesi chinna chitaka companies ki allotment ichinaru for cheap...something that was worth few thousand crores was given away for 200-300crs. These companies overnight became very in demand and foreign cellular operating companies wanted to tie up with these companies. Almost 30 circles vunde and every circle had 4-5 allotted, that will be almost 120-150 new allotted including exiting players and each allotte valla oka 1000 crores loss anukunna over all ga oka laksa kotlu poinatte...
