Nah, war is about establishing political objectives. Tech, monies help but don't guarantee a win. Attrition will have profound effects on the outcome. Germany couldn't defeat soviets with superior tech and monies. Their supply chains were simply stretched. That's despite all the real war experience. Chinese army isn't combat proven. They never had to fight a full scale war. Their special forces capabilities were not proven. Mere tech can always be countered

 Russians don't spend as much as US on military but they can inflict disproportionate damage to US if it ever comes to conflict.
