You can file GC being in any status. Even when you are visiting. Your current visa doesn't dictate your qualification. The concern is when you are in GC process, if you leave the country, you may be stopped from entering because your current visa may be non-immigrant intent but you have already shown an immigrant intent by applying for GC. There are many who filed for GC in F1 status during my time. H1 is categorized as a dual intent visa; some people debate on this as well.
