Trump unilaterally cannot do it, as it needs to come from the US Congress. Any attempts to limit it will face legal scrutiny and gets struck in the courts. H1Bs are created to have cheaper labour (at least 80% and over fall into this) and to sort of placate Indian government to force open market for American  corps(this is more of a informal understanding). 

Attempts to raise the minimum wage for H1B holders haven't materialized, proving the corps overwhelmingly prefer cheaper labour.
