manager kept exceeded expectations 

now HR is asking reduce the increment percentage.

why? is your Manager unable to justify your ranking? you must provide him with enough 'masala' ( glorifying all the stuff you did during the year.. attach  any positive feedback emails you got from your customers etc .. ) .. the push back from HR is quite common.. Manager should hold his ground and justify your contributions..
