She says she is confused

So my friend likes someone from the clg(junior to him) and he's been open about it to her since a few months now while she is shows affection to him like talk to him 24/7 etc but the thing is everytime he asks her about getting into a relationship she shifts the topic to smtg else and sometimes she says stuff like she is scared of her family and her family have a caste feeling too so u would think she likes him too but when asked seriously she says some other stuff like I don't wanna be in relationship w/you and after a week he can't see her often and he doesn't even have a personal phone today when asked seriously she says she is confused I'm suggesting him to leave her alone and move on but what r your opinion on this and what should he do
