Would you report this to USCIS?
I know of a person who filed his H4 wife's H1b through multiple desi consultancies. Her H1b got picked but now she isn't able to find a job. This consultancy doesn't find any clients to get a job but just maintains your h1b with fake payslips and you pay the tax amount.
This lady is a housewife, raising a kid. She has no work experience from India or here. And being forced by the husband to find a job. The guy works at Amazon and earns good and doesn't mind paying to the consultancy.
So here we clearly have a case if H1b misuse. This lady is sitting at home wasting a h1b slot where I can clearly see people working hard at their job having to leave the country after exhausting their h1b chances. A year later I might be in the same boat. It hurts that after you work hard so much you are stressed out about a work visa which you clearly deserve whereas someone is clearly wasting it.
Should I report this and how? Why do these Indian consultancies make life hell for so many people?

it looks like it was done last year... This year the duplicates were reduced...

It is not wasted .government is getting their share of taxes. It is not misuse if she is not working at all and paying taxes..it is really a misuse if she is working multiple jobs under one h1b ..even if she releases h1b slot someonenhas to genuineky pay taxes .. legally she is not missing..she is working for her employer..
