Everything is linked kadha anna .. Political parties need money to fund their elections / bribe citizens .. Pvt. companies want to earn profits .. so they make deals wid govt. which are beneficial to them ..

So govt shd be competent enuf to invest in capital infrastructure which would eventually provide better facilities w.r.t education / health care / better living conditions for people .. for that they may need to involve pvt companies .. but the deals shd be made in such a way that would not become a burden on common man! 

Bottomline: Govt is always responsible/accountable for people's welfare ... it's not a corporate company's responsibility!

I think procurement/production, transmission and distribution is what electric companies can charge rest all govt money, I may be wrong here but saying.
