The reason?... She went to physical therapy for a few months and her walking improved slightly, therefore she clearly doesn't need medication. Meanwhile, in the time since they denied her medication, not only has her walking regressed to where it was before PT, but now it's gotten significantly worse to the point that she needs a scooter for basic daily tasks.
