To import a PST file to an IMAP account manually, first configure your IMAP account in Outlook. Then, open the PST file and drag its contents (emails, contacts, etc.) to the corresponding folders in your IMAP account. The data will sync with the IMAP server. However, this process can be slow and might require a stable internet connection.
