Japan, Singapore, and South Korea are all in the same boat.

• The aging population is more compared to the young. They are selling more adult diapers than toddler diapers
• Too many depression issues for youth. Addicted to Social Media and cell phones. Lost touch with intimacy. Only work no fun. 
• Youth became too selfish. Only want to have fun but no babies and no responsibilities.

It's probably a good initiative to encourage youth to have more babies and encourage raising families.

Pros** is illegal in Japan. They have a redlight district (kabukicho) in Shinjuku Province in Tokyo. It's controlled by their mafia Yakuza. Mafia runs smoothly in Japan. In fact they are not visible at all and safeguard the safety of Tokyo. Police also take their help for some cases.

They have a concept called Love Hotels where you can rent a room by hour. Concept is you choose someone, and you are on a date with them. They hold your hands like a lover and take to room. Once done, they act lovey-dovey outside, hold your hands until taxi comes for you to leave. Give a flying kiss when leaving. Its basically a 1 or 2 hour date setup. 

This place is also known for worlds smallest Bars. Its very cool. There are like 200 bars in very tine places.
