In principle, Polical rallies are part of democracy to convey parties agenda to public and related to country's socio economics. May be, They should not be considered exactly same as movie business promotion rallies. agree that movies do pay taxes but not as much interlinked as government with public welfare.

They can use available alternate modes of communication. TV, radio, newspapers, even rallies limited to local contestants is allowable, not party members and higher personalities. As per the principle of this democracy, people elect local representatives (parliamentary style), not the leader (republican style).
