Yes, it didn't work at all. Even CDC flip-flopped it's stance on masks from the beginning. Then  with Sweden, you can normalize the cases for any other similar sized region or state or country. 

Even within the  US, there isn't much difference in the number of cases as such.

I wasn't talking about population but population densities. Isn't there a difference between 2 crore people packed in a smaller area vs spread out? Yet somehow they managed to have transmission rates

Still, Miami constantly has large public gatherings as it's a party city which are even more densely packed (that should offset it). There isn't much of difference in the total numbers clocked.

Metro population is over 6 million. If you're comparing to NYC which has higher population density like 2-2.5 times that of Miami, then that could be offset by large frequent  crowd gatherings in Miami. By and large both states have same population.
