What my previous company did is develop a tool to create dummy data from actual critical infra data. Send the dummy data to India, do all the major work like development, config, testing. Once in usa they run automated tests on actual data then deploy.

If any bugs same process, send to india fix it and test using dummy data and they deploy in usa.

If they start tariffs on such things they will lose race with China
