This is right. Visited Tirupati in last Jan and was surprised at the pace how it's developing. Tirupati has some water issues, if addressed I think has way greater potential in terms of development. Haven't visited Vizag in last 5 years, but even before that I always felt Vizag has crowd, scape and outlook of larger metropolis than Vijayawada. There is a reason why coastal Andhra politicians and businessmen settled in Vizag. Vizag also has greater acceptance for outsiders, unlike Vijayawada. 

Mostly educated people migrated to tirupati for TTD jobs in the beginning and then as professors in educational institutes.expansion of tirupati is recent compared to other cities .

Also both vizag/anakapalli and tirupati districts are the most industrialised areas in the state.
