I am not believing it..

but only a narcissistic mad man can dream of such things and our history is full of these kind of people who were able to do some crazy things.. and he is doing it with his money.. so who cares!!

NASA is funding SpaceX for the Artemis program for moon landing and also for taking astronauts and Cargo to the ISS… not specifically for the Mars program.. they are paid a portion of the contract amount upon completing every phase of the program.. 

SpaceX earns money by sending satellites for both civilian and defense, charges per trip to ISS, Starlink etc… and using that money to build starship..

if i am correct nasa funding to spacex is around $15 billion past decade …do you think he will maintain the same contracts next 30 years..?

As per ChatGPT, total Estimated NASA Funding for SpaceX: ~$13.15 Billion+

all of this is not paid.. they are paid based on successfully completing certain phases of these missions.. and also per trip, not for test launches.. 

500 billion is just an estimate.. how he will get the funding is upto him.. he is funding the starship based on the revenue from other ventures and partial NASA funding.. 

as Grok said, it is all theoretical until they do a successful moon landing… until then, mars is a pipe dream… in 30 years, musk will be 85 years old and I doubt he will be alive to see even if that miraculously happen..
