truth to be told, IRS like projects are common...these type of high risk IT modernization contracts are never easy. They fail in private sector also, but 30 years late and 15B over is ridiculous. 

airlines tried and wasted billions trying to migrate off of main frame. They are only partially successful... 

some of them still run mainframe and actually decided it's cheaper and cost efficient to run them instead of migrating. IBM tried to squeeze lot of money but they have long term contracts in place .
