URGENT:: Need suggestion on H1 B Filing

Hello Guys.

I am on OPT and expires in July.
Can I apply for H1B (Premium) in the month of May ??

I am not in a project and my Employer is reluctant to file H1 without Client Letter.  So Can I wait for couple of months and file H1 in Second week of May. Is there any issue with that as my OPT expire date is going to be very close by the time I file.

Please share your comments and suggestions.
