The Big Strategic Question!

[color=black][font=Tahoma]What kind of India do we visualise, say by the middle of the 21st Century? Once that is clear, a grand strategy to achieve the same could be evolved. In turn, the grand strategy would generate policies in various fields. So what is the big ‘strategic question’ for India of our dreams that if achieved, would take us nearer to our goal as a nation. Many issues come to mind – poverty, health, education, infrastructure, environment, employment, economic reforms, energy security, internal security and so on. However, to realise all or some of these, two parameters are vital. First, the nation has to feel secure from all kinds of threats and have the confidence in its ability to meet the challenges to its security that may arise in the foreseeable future. Secondly, good governance is a must for success on all these fronts. In our case, it becomes all the more important because lack of governance has been manifest in almost all fields, especially during the last four decades or so. It reached its nadir during the last 2-3 years. Now it is impacting India’s growth story which also happens to coincide with the worldwide economic recession. So this is something that India needs to fix immediately failing which the whole edifice of India’s rise to be a regional/global player could collapse. The ramifications of such a failure for a population of 1.2 billion, more than half of which is below poverty line, are too horrendous and difficult to even imagine.[/font][/color]

[color=black][font=Tahoma]Let us now turn to the other big question of security. No doubt, national security in today’s world, encompasses much more than just the country’s air space, land and maritime borders. In essence, the country should be able to pursue its interests (as per its constitution) without undue external influences and equally important, its citizens should feel secure. It is not always possible to forecast or visualise precisely various threats, challenges and opportunities that may arise at a future date. However, based on the geo-strategic environment, past events and prevailing trends, it is possible to visualise the kind of challenges and opportunities that may emerge internally, in the neighbourhood, regionally and globally.[/font][/color]

[color=black][font=Tahoma]An analysis of India’s geo-strategic environment indicates that dealing with China would present a major strategic dilemma. China is following a strategy of indirect approach in dealing with India, i.e. using Pakistan as its ** to constrain India in strategic terms within South Asia. This is also a challenge which needs multifaceted capabilities; military modernisation or upgradation alone would not suffice. As of today, we are also experiencing asymmetric threat from Pakistan by way of Jihadi terrorism, and this is not only confined to Jammu and Kashmir. This is further complicated by internal instability and power dynamics in Pakistan. In addition, there are other challenges on account of various ongoing insurgencies, climate change, energy security, food security, inflation etc. On the social front, India is faced with the challenges of human resource development, health, education, poor infrastructure, governance and above all – how to manage the social change that is taking place in the country. Having stated threats, concerns and the challenges that India is facing or is likely to face let us come to the crux of the issue; what then is the big strategic question that we must prepare for? To my mind, the answer seems to be – How should India deal with the possible collusive nexus between China and Pakistan? If we can face this challenge without compromising on our fundamental values, other challenges and concerns will be taken care of automatically. It would require building of capabilities and capacities in multifarious fields in order to build comprehensive national power which would be capable of meeting most serious challenges to national security.[/font][/color]

[color=black][font=Tahoma]The strategic question as stated above, at first glance would appear very simple. However, a deeper analysis would reveal underlying complexities. There is no one answer to this question. Building of military capability alone and that too in a sporadic manner would not suffice. The most suitable course would need to be translated into a plan of action which could be termed as the grand strategy, to be followed resolutely for-may be half a century, albeit with modifications by periodical reviews. The Government had appointed in June this year, a 14 member committee headed by Naresh Chandra, to go into defence sector reforms. The committee was given six months to complete its work and should be submitting its report soon. The terms of reference, aims and objectives of this committee were not made public. Hopefully, these were spelt out to the committee itself. At this stage, it is not possible to comment on the kind of work they would have done. From various media reports that have emerged from time to time, it is unlikely that they would have addressed the question of a grand strategy for India in the long term.[/font][/color]
