Being on OPT only means you dont have to pay social security tax. So check your pay stubs, have you paid any SS tax? If yes, then you can get that back.

Federal tax and state tax will be applied whether you are on H1 or OPT.

Tax returns are only those amount that you have paid more than you are actually supposed to pay. In case you have paid only the tax that you owe, then there will not be any returns. Many people have have wrong notion that tax returns mean you will get something in 'Return'. Thats not true. Tax returns are only an accounting process.

When you first join the company you may remember filing a W4 form, in which you will put some personal exemption numbers (1+1+1... etc). In case you have not put sufficient deductions, then your employer cuts more tax then you are supposed to pay. It is in this situation that you will get your return money when you file your returns the following year.
