In a major shake-up eight months before the ICC World Twenty20, White was axed from the side following a lean season in the Big Bash League, in which he made 55 runs at an average of 7.85. Bailey, a team-mate of White at the Melbourne Stars, has not been in outstanding form either, having scored 114 runs at 19.
"The NSP unanimously favoured George Bailey as Captain of the T20 team. George is a very good T20 player with a sound record," Inverarity said. "He is widely respected and regarded as an outstanding captain, having had sustained success in this role. The role of the captain is especially important in fast moving T20 cricket.
"Meticulous preparation then needs to be accompanied by cool split-second decision making throughout the 120 events when the team is in the field. A captain can have a most significant impact on a game even if he does not bowl or get to the crease. The NSP is looking to the new leadership of Mickey Arthur, Bailey and David Warner to drive a focused, disciplined and fiercely determined culture in this team."
The other major talking point of the squad is the recall of the left-arm wrist spin of Brad Hogg following his strong showing for the Perth Scorchers in the BBL. Hogg retired from international cricket in 2008, but has looked the best spin bowler in the Australian domestic T20 competition, and has expressed his own desire to regain a place in the national squad.
Michael Hussey has been rested but is expected to be part of Australia's squad for the World Twenty20, while for these two games against India David Hussey, Travis Birt, Aaron Finch and Shaun Marsh were chosen as batsmen. Matthew Wade will keep wicket having debuted in the format during last year's South Africa tour. Shane Watson remains unfit for a recall.

Inverarity said that with Australia languishing at 6th in the world T20 rankings, it was time for a new direction to be taken.
"The NSP has been discussing this T20 squad for about six weeks and has unanimously decided on the squad, the captain and the vice-captain. The selectors consider this to be a very well balanced T20 squad and look forward to the team acquitting itself very well," he said. "The NSP has the T20 World Cup to be held in Sri Lanka in September to the fore in its mind with these selections.
"The T20 squad is a strong all-round team. It has batting depth with a good mix of left and right handers, bowlers who have an abundance of specific T20 skills, excellent fielders, plenty of energy and assertiveness and excellent leadership."
White was named Australia's leader in the short format last January, when Michael Clarke retired from T20s, and it seemed that a squad was being built around him ahead of the World T20, to be held in Sri Lanka this September. However, the new selection panel under John Inverarity has decided to head in a different direction, choosing Bailey after he impressed them when he led Australia A against New Zealand in November.
The decision means Bailey, 29, will play his first match for Australia in any format next week, and he will do it as captain. Bailey has been part of an Australian squad in the past - he was called up for the ODIs in New Zealand in early 2010 when Michael Clarke returned home for personal reasons - but did not win a cap.
Australia take on India in a T20 at Stadium Australia in Sydney next Wednesday, followed by a second game at the MCG on Friday. The matches will be important steps for Australia as they work towards the World T20. Australia's only other outings before the world tournament will be two T20s against West Indies in late March, and possibly a clash with Pakistan in the UAE.
