highest.... it depends on the applicant....
1) the employer should work harder to prove you are needed, eligible and talented more than any other US citizen.
more than that I feel the risk is
2) F1 is considered to be non-immigrant intent visa, where as L1 and H1 are dual intents visa... when you apply for GC.... PERM, 140 clear ayyenta varaku you are not advised to leave the US.... coz you are showing immigrant intent..... so emergencies lo chachinattu ikkade vundalsi vastundi.... oka vela 140 clear ayyaka veldam anukunna EAD/H1/L1 ravadaniki time padutundi..... neke risk....

H1/L1 normal procedure time ee vayya.... EAD kuda normal procedure time ee.... alanti situation lo they prefer getting EAD..... annadi enti ante... H1 quota ayipoyindi..... neku emergency... ippudu India vellali ante ela veltav? next year varaku agutava.... elagu 140 approve ayyaka EAD apply chesukovali.....
