Oka IAS officer duty ne policy ni review chesi, emaina legal implications leda govt ki losses leda janalaki use unda leda uni report cheyali...
Ofcourse he has to implement that policy if approved.
IAS officer has a right to reject files sent by ministers also. If the govt. is hell bent on implementing something even if the IAS officer concerned is opposing it, he can ask the govt. to note down his disapproval in the file notings so that he is not liable for that decision. IAS officers have huge powers.

A chief secretary can return a file sent by even CM without approving it. It is his duty to point out any issues in the policies.

Nuvvu IAS ki select avvalante ilantivanni face cheyadaniki ready ga undali... Civils exam just subject okkate kadu, they test all these things....

Oka IAS officer ni state govt emi cheyaledu except transfer... Techincally IAS officers come under central govts Ministry of Personnel...
