I think i understood your requirement now.. use this

select t1.*, t3.*
from Table1 t1
join (select ID, max(inactive_date) as inactive_date from Table2 group by ID) t2 on t2.ID =t1.ID
join Table2 t3 on t3.ID = t2.ID and t3.Inactive_Date = t2.inactive_date and t1.Name = t3.name and t1.State = t3.State

idi chestey only anni match aina data maatramey vastundi.. if this is not what you want.. inka clear ga cheppali ni situation ni...
