Visa Fee Payment Question

visa fee payment --- are we paying it w.r.t. a specific consulate?

My case: I opened two ds forms... one for hyd.. and one for chennai.. as im nt sure where to go for stamping.
cgi.federal website lo where it asks for ds form no... akkada whch ds form no I need to keep? ==> does it depends on visa fee payment thing? Or can I change it whenever I want before finalizing the apptmt? Please help.
